The Employees Retraining Board (ERB) is an independent statutory body set up under the Employees Retraining Ordinance, 1992. The ERB's functions are to provide retraining to eligible workers to assist them in taking on new or enhanced skills so that they can adjust to changes in the economic environment.

Hong Kong Employment Development Service Limited (HKEDS) is a non-profit organisation. With the assistance of the Hong Kong Council of Social Service (HKCSS), HKEDS was set up in mid-2002. The HKEDS has been taking over the service units of the Employment Service of HKCSS since April 2003.
